Can a JDM Engine Pass Emissions in Arizona?
The test does not measure what people think it measures. Understanding it is the difference between passing and being rejected.
What the OBD test actually checks

Why readiness monitors are the post-installation problem
After a battery disconnect, an engine change or a code clear, the computer's readiness monitors reset to "not ready". These are self-checks that complete over normal driving: a mix of highway, city and idle conditions over several days.
A vehicle with too many incomplete monitors is rejected without being tested. On a 1996-2000 vehicle, more than two incomplete monitors causes rejection. On a 2001 or newer vehicle, more than one.
This is the most common reason a vehicle that just had an engine fitted cannot be tested immediately. The fix is driving it. There is no shortcut, and clearing the code again only resets the monitors once more.
What to do before you commit to a swap
- Establish whether your vehicle is in the testing programme at all. Model year and registration location decide it.
- Contact ADEQ directly about your specific vehicle and the engine you intend to fit. The state runs a vehicle emissions hotline on 1-877-692-9227.
- Ask any shop you are considering whether they have taken a comparable swap through an Arizona test, and what it needed.
- Plan for the emissions equipment that came with the donor engine to be part of the project.
- Budget time for the readiness monitors to complete after the work is finished. This is driving time.

Can a JDM engine pass the Arizona OBD test?
The test checks the OBD system, not the engine's origin. What matters is whether the vehicle presents a working OBD system with no illuminated check engine light and with monitors complete. A like-for-like replacement keeps the original configuration. A swap depends on how the work is done.
