Engine Swap vs Engine Replacement
People use the two words interchangeably and then budget for the cheaper one. They are not the same job.
A replacement puts back the engine the car was built with: same family, ideally same variant. A swap puts in an engine the car never came with.
The vocabulary blurs constantly, including among people selling engines. The distinction is worth holding onto because almost everything about cost, complexity and compliance follows from it.

Why the budget gap is so large
On a replacement, the engine is most of the cost and the labour is a known quantity. On a swap, the engine is frequently the smallest line in the budget.
Mounts, driveshafts, a transmission, cooling, fuel system, wiring, engine management, and the hours to make all of it work together add up to considerably more than the engine did. The most common way a swap stalls is that it was budgeted as an engine purchase.
The compliance difference
This is the part that catches people out in Maricopa County. A replacement leaves the vehicle in the configuration it was built in, so emissions testing proceeds as it always did.
A swap changes that configuration. Vehicles from 1996 onward get an OBD-based test, and how a swapped vehicle satisfies it is a question worth resolving before the car is apart. What is the difference between an engine swap and an engine replacement?
A replacement fits the engine the car was built with; a swap fits a different engine. The replacement reuses the existing mounts, transmission and engine management, while a swap generally needs all three addressed along with cooling and fuel. The cost difference follows from that, and it is large.
Which is cheaper, a swap or a replacement?
A replacement, in almost every case. On a swap the engine is usually the smallest part of the budget once mounts, transmission, wiring, engine management and cooling are accounted for. If the objective is simply a working car, replacement is the direct route.
